I would tend to think it would be your GPU and/or drivers that were chosen during install, as the hardware itself seems like it should handle that OS just fine (unless Cinnamon got completely bloated since the last time I looked at it).
Are you using the open source intel drivers? Did you have any options regarding this during install? There may be other driver options, including closed source, that you can try.
I also did a quick duckduckgo search, and it actually came up with quite a few results of others having the same issues, so maybe the graphics driver is not the answer. Try searching "linux mint cinnamon slow Intel UHD Graphics 620" and see if you can find anything similar to the issues you're having, and if there is a fix for it.
