We'll see how this winter goes. For the past 4 years I was getting slammed with $300+ electric bills. The NY tyrant says that "we need to build a new nuclear power plant" so though my BS filtration system that sounds like "my desire to build a new nuclear power plant is what I'll use to explain your past extremely high electric bills and any forthcoming extremely high electric bills."

That's what I understand it to mean as well.

Whey the Tyrant in my state says "We need $6 million to build a new <whatever>" it really means that.
1. $2 million will end up in her pocket.
2. $2 million will end up in the friend's pocket.
3. $2 million will end up in the pocket of the company who promised to build <whatever>.

And, in the end, the <whatever> will never be built.

It's a money laundering scheme.
